I wonder which version (1 fan or 2 fan) of GTX 10xx / RX 4/5xx is more silent when mining at most optimal kH/kW setting (that is not at full load)?

I have both versions of GTX 1060, with 1 ,2 and even 3 fans and I can say without the slightest doubt the more silent is the one with 1 Fan from the Palit brand, Gigabyte and ZOTAC are some really loud ones compared with Palit. Get the mini ITX versions, they are cheaper and a better option for mining in general.

If by 1 fan you mean blower, blower is definitively the loudest. I don't know other's experience but in hundreds of cards i've touched, bigger/better heatsink with more fan is quieter because of better dissipation, you can lower the fan speed for the same cooling as a noisy blower. I.E. 100% on Nitro cards is still quieter than 60% blower, but i only need my nitro cards at 40% for the same temperature as 60% blower.

depend on the brand not on amd or nvdia, but the brand with dual fan are more silent like palit, instead the one like gigabyte or asus are louder and i don't like them much

2 fan designs are the quietest. Check out Palit/Msi cards or Sapphire Nitro (but this cards have got melting thermal pads, so be aware). One more thing worth mentioning - more fan doesn't mean quieter operation, look at Strix version. It has worse temps and produces louder noise because 3 fans creates more turbulence.
