Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

Here the XRPs are 23,000 and not 24,000.
A forum member says that the op of this thread hadn't a single XRPs in his address: https://bitcointalk.org/index.php?topic=197430.msg2063978#msg2063978
So, he is saying he bought 24,000 XRPs and was scammed selling them?
He has to post the transaction ID of 24,000 XRPs and a scan of the PM where this 9205518 (https://bitcointalk.org/index.php?topic=198226.0 : he is saying someone just scammed him) says his ripple address and both have to match. Anybody can make a transfer, post its ID and say that the address is of the accuse.
This op scammed at least three forum members (https://bitcointalk.org/index.php?topic=197430.0 https://bitcointalk.org/index.php?topic=198269.0) and under his other account Joshster (he confessed being the same person here: https://bitcointalk.org/index.php?topic=197430.msg2066486#msg2066486) he scammed two more (https://bitcointalk.org/index.php?topic=192971.0 ; https://bitcointalk.org/index.php?topic=196082.0 ).
And he likes to accuse as scammers people that he doesn't like or have accuse him of being a scammer. He did that to me: https://bitcointalk.org/index.php?topic=197457.0

No problem, he did the same to me, no one believes his accusations.
It was great that he couldn't scam you. That really annoyed the scammer.
This rules might help you in the future: https://bitcointalk.org/index.php?topic=199141.msg2084793#msg2084793
