All is really arguable here. I've seen many people here say one LP or another is cheap or cheesy, and there've been many times when I just could not agree or even understand what they meant. Conclusion? From my point of view, it's just a matter of taste. But when you're making something aiming to reach out to and gain the attention of wide audiences, you definitely should adhere to some more common practices both in terms of design and messaging, i.e. make sure most people you target will like it. For example, google something like "landing page best practices", and you'll easily find a lot of advice on how (and why's that) to design your LP in terms of visual design, then match your findings with what you want to tell people about your ICO or, actually, any other project. That's not easy at all like everywhere else. But the theory is quite well documented.

All it takes is someone with bad intentions that has a lot of resources.

Yeah i think it is a plus when the project has a good design. Because for me a good design signifies that the project had been well planned and the project has a good idea and a budget too. I think design affects.

I do not think every user of the website requires fancy designs (me neither), but surely there are many people, who does. And for that reason, most ICO projects has nice looking, modern design. But sometimes I also feel, the user experience is a less important factor for them.
