Well design is nothing if the project fail or if the project is a scam, but yes design maybe can attract investors but now is not so much people who invest on as was in the 2017 year.

this is very important but desaing will not be a factor that determines the success of a project because according to me desaign only being a supporting aspect is not a decisive aspect

Yes, of course, it's a must, although looks can be deceiving, still, the first impression last, if you want investors to treat your site worthy of their investment, then you must give them a professionally looking, website, you are asking thousands of dollars or even millions of dollars in your project, but you cannot even hire a good designer that will cost you hundreds of dollars.
