because i sent those 0.017 BTC to a bitcoin wallet but i set a very low  fee  (25sat/kb) and it's just stuck in the network for almost 1 week ! and now i need to pay that 0.017 that's why im asking for a loan get it ?

Have the same question. Why not just withdraw the money from your blockchain.info wallet? That's the same shit and you won't even have to pay interest. There is no point in holding btc in your blockchain.info wallet.

Something is oddly fishy, I would not advise anyone to fill this.

Well a wallet (especially a digital account) isnt exactly valid collateral. I dont use blockchain.info but if it supports allowing you to take the private keys from the site, do so and import it into a wallet like electrum or bitcoin core and it should be available and just double spend with a higher fee.

no it can't be done ! i asked them that when i was trying to confirm my transaction and this was their answer:

Our wallet does not allow for the replace-by-fee method you're referring to. The private keys of HD addresses are hidden by design for security purposes.

Seeing the fee you used in that transaction I think it may be too risky to use it as a collateral. It may take days to get that one confirmed and worst case scenario it may not be received at all or be dropped by the network. Can't you just ask for an extension to the terms of whatever your going to pay? They may give you an extra time to wait for your money to be confirmed. Also promised money or incoming money isn't actually a valid collateral as stated on the guidelines here.

if the  transaction get droped by the network so the coins will go back to the wallet ! and the wallet is in the hands of the escrow so if i didn't repay in the right time he will take the whole account ! and why it's not valid as collateral since the bitcoins are in the network and they can either get included in a block or get rejected and the funds will return to the wallet.
