just make sure the .conf file is called powercoin.conf in the app data folder with the wallet.dat etc and then when u run the -qt .exe make sure it has -server after it
in cgminer just use localhost or 127.0.0.1
the port to use is 9863 and thats where u add user/pass that u set,
also if uve mined ltc its the same setting with scrypt
if its not connecting at all, its possible theres problems if u have firewall software running

Hit a block ~12minutes.
