Overpopulation is a big problem in many country, specially here in the philippines. There must be a law that limits the number persons in a family. For example in one family there must be 5 or 6 person including the parents. They will only have 3 or 4 children.

Even 3-4 children per couple is too much. Even if the couples are having just two children each, the population would still increase thanks to the youthful structure in the Philippines. A strict one-child rule is needed to stabilize the population there. Look at China. They have implemented a one-child policy, and even then the population is growing.

The population of a country help the Government to plan a budget for its citizenry.The Knowledge of the total number of families by the government in a community,local government,state and nation at large,with the fore knowledge of the number of bread winners,dependents,children, the aged...etc The planning begins only with the fore knowledge of the total number of the populace,this will help the government strategies.After due consultations and the government will rightly plan where budget will be high, more than others.A population with high number of dependents, ,will help the government to plan on how to place their priorities right.

You can't group all the FSU countries in one group. In nations such as Russia and Ukraine, there is a sharp natural population decline. In case of Russia, it is neutralized by immigration from Ukraine and the central Asian nations. However in Central Asia (Uzbekistan, Kyrgyzstan.etc), there is a sharp population growth, despite heavy emigration to Russia.
