It think to have a population regulation in each family. To limit the family to have a 5-6 members in a family. To impuse the family planning in every country. I think it will help the population to maintain its capacity to provide every man.

5-6 members in a family means 3-4 children per couple. And I think that it is too much, as only 2 children are needed for a stable population. My opinion is that the couples should be limited to 1 child each, as the world is already over-populated and we need to reduce the population without any delay. we should be aiming something like a population of 2 billion by AD 2100.

Not all countries are overpopulated,. I am wrong if most of overpopulated countries is developing?

In my opinion, There's no problem in overpopulation, the main problem are those selfish leaders or government officials, which  they are richer and richer, corrupting the funds for the people and greediness is the root of all the problem. as bible states that Genesis 9:1

Population cannot be controlled. You can't tell people to stop from giving birth. The best thing to do is to let people be aware of the effect of having to much child. The responsibility of having a lot of kids and it's effect on the economy and society. The higher our population is, the more scarce our resources become.

If you can see in the movie answering your question would be like there's a control in the population by giving them disease that many will die. Some films makes artificial weather disaster to wipe out humanity. Some makes rules in the government that a family should only have 1 child. If exceeds it means the government will get them and they will be there property and the government can do to them what they want.
But of all this, my opinion would be to use birth controls in order to limit babies from multiplying. I know governments are supporting this also some of it were freely given to the public places in order to be safe also and child-free sex. Well, we don't have the authority to end one's life because even ours is just a borrowed temporary life. So we have to heed the government of what programs they want to implement.

I am not sure, but China was about to overtake the United States as the largest economy in the world. India is miles behind, thanks to lack of family planning and corruption. 1. Hormonal changes.  Forced or voluntary.  Less sex, less conceptions.

2. Sterilization on a mass scale.  One child per family globally.  You have a child, both parents need to undergo permanent sterilization before they receive the child. If they refuse, they should be arrested and undergo forced sterilization and pay for it.
 
3.  Tax incentives, no income or sale tax, free housing for those who undergo permanent sterilization voluntarily before having children.

It is a hard problem to solve because any modification to human behavior go against our natural survival instincts.
