China has all the resources to be an economical leader. India may be a little behind but i think china is already up therr along with the us. That's probably the reason why many western countries are wary of the east because of powers like china and russia.

We are experiencing the shortage of food and shelter due to heavy rate of population. Many countries can't offer the basic human rights to the new generation. Population cannot be controlled. You can't tell people to stop from giving birth. The best thing to do is to let people be aware of the effect of having to much child. The responsibility of having a lot of kids and it's effect on the economy and society. The higher our population is, the more scarce our resources become.

Isn't that what China has actually tried to do? I refer to the one-child policy that was introduced in late 70s by the Chinese authorities which aimed specifically at controlling the population growth. The Chinese government set fines if a family had more than one child. As per Wikipedia, "in 2007, 36% of China's population was subject to a strict one-child restriction, with an additional 56% being allowed to have a second child if the first child was a girl".

I think the best solution is asking each family or couples to have only two children in maximum.
It's not because having many children are prohibited,  but it's to overcome the overpopulation.
If the citizens don't agree with the idea,  then the next solution is transmigration program.
The government should provide a place to cover the overpopulation.

Each country must pass a law that the maximum number if children in each couple should only be two. The give them financial support like other countries are doing. A monthly allowance for the children. However, passing a law on mimimizing the number of children in each couple will lead to many cases of abortion. Maybe giving each couple a free birth control aids would be a good idea.

The problem is that some governments are not willing to implement family planning measures among the general population. This can be for short term benefits (cheap labor, cannon fodder during wars.etc), or due to pressure from the religious groups. If the government is a dictatorship, then it has more chances of implementing such measures.

It's humans nature to marry and give birth.
But, we have to stop overpopulation in this world, especially for people who lives in countryside. They tend to give birth so fast and don't have family planning. I think it is government's responsibility to give counseling for them. So they can understand that family planning is important and also paying attention to the number of their children.

1. Hormonal changes.  Forced or voluntary.  Less sex, less conceptions.

2. Sterilization on a mass scale.  One child per family globally.  You have a child, both parents need to undergo permanent sterilization before they receive the child. If they refuse, they should be arrested and undergo forced sterilization and pay for it.
 
3.  Tax incentives, no income or sale tax, free housing for those who undergo permanent sterilization voluntarily before having children.

It is a hard problem to solve because any modification to human behavior go against our natural survival instincts.

Well, in developed countries governments face quite the opposite issue. The birth rates there don't even make up for the mortality rates, so the governments have to raise immigration quotas for young skilled working people in an effort to compensate for the population decline due to sub-replacement fertility.
