I will put short overview here so as to compare different ways here:

Facebook is blend of all type of traffic which is non cryptographic and which is at some extend related to crypto world. So in my opinion you will have put big efforts in targeted advertising over the Facebook which can be costly as well as might not be as per expectation.

Twitter stands a chance in publishing your ICO but you have limited capability to express yourself over the twitter due to it's smart tweets. They are really short! So you will need big crowd to carry out successful publishing here.

GitHub is good site to publish the ICO info and must publish site because all the successful ICO are listed here already.

This us not enough publicity due to incapable promotion so you need to publish announcement at least on one of the forum and let the related people work for you to make it success.

There are a bunch of ICO listing sites if you google search  "ICO coin list" or similar terms. Good luck. Get some money for marketing. At least a few k.

Always remember with the forum you can attract more involved public or participants rather than social medias. The social media promotion is small part of ICO promotion. First you need to handle the project by publishing on the forum like this one and then let the forum members spread the word to thousands in the down line of their social network. So more the number of participants of your ICO project the more engaged will be rest if the public. Remember forum has people who are interested in the crypto currencies and they have network which is also full of people which are like minded. Thus it's important to put it on forum rather than straight to social sites.

Facebook and Twitter actually good but it would be nice you can also promote through slack and telegram so that investors can interact or communicate well with you so they are interested to be able to invest their funds.

Best way in my opinion is to run signature, blog, facebook and twitter bounty campaign in this forum.
You can also promote ICO on other forums and use add networks for your project.

Bitcointalk forum is the best place to promote ICO. You can do signature, Facebook, twitter and article promotion.
IMO, Reddit is also good for promotion. Good luck!

For promoting ICO's this forum is best way.
Second is blogs or website or media like cointelegraph (or cryptocreed.com mine) etc. are also very suitable way to promote  your ICO
but u can also promote your project on Reddit then fb or Twitter.

Promote and discuss definetaly here (on bitcointalk) or other bitcoin forums like bitcoingarden.

Nope, bitcoingarden is actually empty there. The only reason why bitcoingarden have people on that forum because the subforum giveaway that always up to date and many airdrops too. I think bitcointalk still the best for promote and discuss your ico, because most of the ico are make their ANN thread in this forum.

ico promotion on all media in the internet is good. for the start bitcointalk will be a good place where all crypto peoples gather in here and willing to join the project if you offer them a nice amount of $ or token or perhap bitcoin for spreading your ico.

This forum and reddit is good place to discuss, you can discuss on other forum too of you want to reach more audience.

Social media like fb/twitter can use for promoting, I see ICO project now use social media advertisement tool.

And the most important is build your own community, like use slack, telegram or create website forum, it's necessary for your project.

Spam is horrible but maybe there is a better way than spamming groups .....just be up front i guess right?

Aside from the above mentioned, consider also here in bitcointalk  where lots of users can see the offerings of your ICO. You can post under services if you want to sell something offered by your ICO. Also you can post in discussion boards to promote or discuss things related to the ICO you are in with. In addition, you can also post offering in reddit or if possible make connections to telecommunications company to dissiminate even better your ICO.
