What if someone have Satoshi's secret key but don't have the Satoshi's wallet.

Can they open it and have access to Satoshi's bitcoins?

Yes.  If you have an unencrypted Bitcoin private key, then you can spend all the bitcoins that are associated with that private key.

The wallet account file is just your encrypted with a password. If you already have the plain private key, you can restore the wallet without the need for a password just like you do with Brain mnemonics.
