QTUM has been called the new NEO for a long tiem now. But I suggest that you should research before buying into it. ALthough it has some updates scheduled in this month, but their CEO is a shady person. He even changed his name before becoming a part of QTUM.

Why? NEO can just systematically exclude Chinese people to participate in ICOs if they want to and it's easier that way, just to not be under Chinese jurisdiction. Or they'll comply with the regulatory in place.

Chinese might prefer Neo over the established Etherem just because its national, but not any alt from Singapur or any other country.

We can't say about qtum now but NEO definately lost a big leg. Chinese Ethereum without ICO is a joke but atleast NEO will recover in the future. Qtum is preparing for a big news on 13th of this month so let's wait and watch till then.

Most probably, Qtum is an promising platform and the team are travelling around the world promoting it. Unlike the China centric NEO.

You have ot understand, Onchain which is founder of NEO works with CHina goverment.

In the end NEO will be certified China ICO regulator...

how can a platform systematically exclude people? I dont think you understand how any of this works.  Exchanges are the ones facilitating ICOs, they'll just exclude people from certain regions like they have already been doing.  The issue is that it prohibits the people in China from buying or continue to buy into these projects.  The same thing happened with Bitcoin in 2013 when China took a hard stance which crashed the price.
