Using a asus P8Z77v LX motherboard running a MSi 7950 and a 7850 off a 700w psu now it wont turn on did I toast the psu?

You probably didn't fry the PSU as a result of mining.  Those cards with a system use well less than 700w.  Whatever failed probably wasn't a result of mining unless it was your cards depending on how hot you had them running.

D/C everything (all cables, ram, cmos, cards, drives, etc)  and rebuild it with only 1 video card and try to boot.

Casing: cool master haf x has 5-6 fans, asus P8Z77v LX motherboard, 4gb ram, pentium 4 processor, 1x MSi 7950 1x MSi 7850, was running windows 7

running about 75C on the 7950 and 60s on the 7850

Those temps are fine, so I doubt it was heat.

Is your PSU firing up? I would check that first.

I rebuilt the computer with just the 7950 and the 7850 both didn't work. Motherboard will start without anything else plugged into the PSU.

Ok, so on-board video works.

When you removed the cables to your hard drive, did you replace them back into the same sata port? Make sure everything is connected correctly and tight. That message is basically saying its having issues finding/connecting to your HD.

Double check in the BIOS settings that your HD is being detected.

I just updated the bios had windows up again then I put both the graphic cards back in and now it won't boot up

Ok.  Just was checking for low quality but OCZ is ok.
