There will be no restrictions on sections so yes there will be if you want to see this section, people will only see the sections they want.

You should read the project first...from their website:

"On Flixxo all users share any content they have on their device with the rest of the community. So, instead of an expensive centralized server, the information is distributed and shared through the network using Bittorrent protocol. Have you ever used Popcorn Time? This works in the same way."

This concept can change the video industry forever and everyone can benefit. Video makers will earn more, the community has an opportunity to also earn just by keeping the video on their device, and the advertisers will be able to target the audience only WHEN they ask for it (to earn Flixx).
