I don't know but somehow their policies don't attract a lot of traders to their exchange. They need to come up with something better.

It seems market reacted very positively on this article, Price is increasing quite rapidly. It will be even higher with margin trading start. And I really hope Cobinhood devs will make COB pairs only free for trading.

I doubt the article is responsible for the recent prices. A lot in this article is old news like "Every month, Cobinhood will have an ICO underwriting project that is worth over a hundred million, and they will take a huge portion of the 5% they get and distribute it to its token holders." So far there was only 1 underwriting (Cybermiles) and that was months ago.

It is already successful right? its up to the team if they want to have a better price in token,they need to expand their ways for the people to know that there are some kind of exchange like this. Sometimes it can be an advantage if an exchange is lesser known, it reduces the chance that hackers are aware of it and hence attacking it. The downside is the low volume that can make it very hard to trade.
