I think it is really something that is hard to solve that even our government is having trouble about. We can't solve it by just donating temporary help for poor people. I think that it will be more helpful if we will educate poor people for them to find a way of living to sustain their daily needs and living.

Establish good leaders. manage governments funds wisely. Provide jobs to people so that they will have source of income and they will be able to buy food and other basic needs.
