What I need:
Someone - fluent in PHP, that has worked with APIs, JSON RPC.
             - able to do a secure Bitcoin payment integration.

What needs to be done:
Adding functionality to a website by connecting to an API(documentation provided).
Bitcoin wallet integration(users can add/cash out funds from their account).

Payments in BTC.

Most of the functionality is basic. Login, Register Account, Forget Password. I also have a decent ammount of documentation regarding this API.
I also want users to be able to deposit, withdraw btc from their account via unique btc address.

You asked why not to do it in php:
Having the front end be the back end causes some vulnerabilities. See MoneyPakTrader.com rants.
If you separate the two and have the back end do fixed function tasks, you can avoid sql injections.
I would write the back end in vb.net and then have a PHP front end add to a task queue that the fixed function back end program processes, which can't be accessed from the web server.
