These gambling companies love to go "offshore" and small sovereign nations love to make money with relatively little infrastructure involved. Unless you file a court case within Curacao then it is unlikely you will have any impact on them at all - they do not fall under US law and their laws have been designed to protect casinos like this. Unless you get someone high in the US government to take action like sanctions on the whole country (highly unlikely), you will have little effect on them.
The best thing to avoid losing money to casinos like this? Don't waste your money gambling. If you must, then do lots of research before and test it with small accounts.
