Never looked for an offline converter perhaps because I didn't need it anytime. But sometimes for fun I use lunapic.com to convert stuffs like amall videos to animated gif and animated png

For him I found a software name as "free video to gif converter" I have not much experience with that software but my friend told me that this software worked for him and he is using it continuously for all of his works without any issue. I think you also have to look at that software and have to give a try to that.
