Presumably not, although nothing is certain but dev said - This will not be directly proportional but will be a diminishing function whereby small holdings receive proportionately more. So while rich guys will still get richer regardless of how little or more they receive, diminishing function should limit their share to an extent.

I think you are correct. Just dont spend that 0.1 ETH in your wallet and you will be receiving the Xenon that is proportion to that amount.
That is what I have understand from the posts of some users here.
If you have experience the BCH fork from bitcoin it is the same as that I think.
