The first ICOs are out of control : Everyday have many new ICOs were borned and many ICOs rised more than 10 millions dollars and the Goverment of all country want to control these ICOs to tax collection. i think this is true
Second many ICOs are scams: Investor will be lost their money in ICOs scam and goverment of all country want to protect their people before this

Nothing to worry about news like that, there's a lot of country accept ICO as part of digital currency future. You only need to prepare if the news give high impact, even I can say that's only temporary trend. If your strategy still can't reach profit, that thing you should worry. Yes i think this news is true, yet i think that wont have a significant effect in bitcoin's price, regulations are a good way to prevent and protect everyone from scam ico's, no need to fear if btc dips again dont panic just buy and buy and wait for another rise.
