It all depends on your concept, the complexity, and of course the rate will vary dev to dev (experienced dev = higher rate).

It will be better if you discuss your project with a dev.
You can post your project for bidding in several freelance sites including bitcointalk.
And then you can discuss with a developer of your choice more deeply and can get accurate estimation.

If you don't get any dev of your choice then you can cancel the project for bidding.
Or if the case is like "you can't afford" you can also cancel the job and tell the dev that I need some time to arrange the money.

It depend about the idea of your project that what the idea of your project and how big is your project because if you want to start big project than you must need a large number of bitcoins to invest while if the idea of your project is small and then I think you don’t need large number of bitcoin because rate of bitcoin is already very high.

That depends of what type of site do you want to create if it's an online shop the cost of e-commerce doesn't need to be costly but sometimes depends on the complexity of the project. If you can code the site yourself then you can save much more money rather hiring people that sometimes to much money/bitcoin to pay and you need to hire some internet marketer to promote your site. I think it depends upon the different societies. He reason is that some countries have greater value of their local currency and the price of bitcoin is not too high. But in third word countries like mine only one bitcoin is too much. I can do many things with one bitcoin. So I think that if I have just 5 to 10 bitcoin I can start something more valuable and profitable projects and can spend my life comfortably.

Hey to start a website. I don't think you need to invest big amount in the site you started until you start the reseller site or e commerce site. Others like blog and article contains just the information and knowledge you gonna share. those kind of the sites will really give better income from the Google adwords and campaign payment.
For trading and mining and all you will not be able to start the business with the less fund.

It is right may be they will ask for the 100 or may be more than this dollar the price will be more than our expectation and the income will be high. If you want to start small project in bitcoin, you just need to consider everything especially those people you've been encountered everyday together with their environment. In my opinion I think you just need to consider these following:
1. Capital or sponsors that provides all your needed in project you want to establish.
2. Advertisers, you just need this because you just need to promote your project.
3. Vision and Mission of the project
4. Originality or Trademark of the project that you want to make
5. Competition, make sure that you have a knowledge regarding your competitors and so on.
