I've tried every combination of pcie slots. all slots and cards work with 2 gpu' installed. Is there a bios setting that needs to be changed?

Hello!
Are all cards connected through risers? Or one directly in slot x16? Most likely not enough system resources. Disable in BIOS onboard audio, USB, etc.
PC start and POST normal, but don't boot Windows?

Yes all 3 with risers, pc turns on but freezes when loading windows. Windows actually loaded one time but the then froze right after.

I've tried disabling audio, USB and other features, still doesn't work. I don't see any codes, it just freezes when loading windows.

Seems strange but that's what came up under command prompt

would like to know your power supply capacity, and what are your GPU's? you must have at least 700-800 watts power supply powering up 3 GPUS with risers and motherboards, hope my suspect was right that it can't power up your 3 GPU's.

I would work at this from 2 directions.  1st, I would wipe the drivers, install the 2 amd cards on risers using the 16x slot and 1x 1_1.  Boot, install the drivers and see if I have it running.  (I would want to have the 2 cards running on risers using 16x and a 1x slot (1_1 or 1-2) not the 4x slot. 

Once I have them running, I would simply add the 3rd card on a riser to 1_1 or 1-2, which ever was free. 

If the 3rd card won't run, I'd try it in the 4x slot. 

If that didn't work, I'd change my pnp settings in the bios. 

It appears that by default your board has pnp (plug and play) os disabled and "resources controlled by" set to auto.  The bios controls the setup of the cards.  I would enable the OS pnp and see how windows does installing the cards.

Ok Bios is up-to-date. Resources should be on Auto not manual settings. Maybe you can post a CWSysinfo (http://www.horland.de/cwsysinfo-download.html) with 2 GPU´s.

When you have the option to clock down your RAM in the bios you should do this.

 Sounds like a "decode above 4 GB" lack of address space issue.

 I don't know that board so I don't know where or if it has a setting to fix that issue.

This is an ancient hardware setup running an old AMD dual core processor. You might just not have enough resources with this ancient hardware to make use of more than 2 cards. Also mixing ATi and Nvidia is asking for extra headaches.

Stop buying industrial miners, running them at home, and then complaining about the noise.

look on ebay for a newer cheaper mobo that can use your ram and cpu etc
