They waited until the last minute to make that announcement. That is cheat.

Actually they do give an explanation.
This is from their email:
This is due to the lower than expected raised funds during the first month of our crowdfunding. We have spent almost 2 million USD of our own funds and many efforts from the entire Worldcore team for launching the ICO and all associated expenses. Most of these funds were used for marketing of Worldcore ICO and production of high-class promotion materials.
The reason that pushed us to take such decision is the unexpectedly unstable market conditions in October and the first half of November due to 2 reasons - the Bitcoin Gold fork and the Segwit2x fork of Bitcoin, which eventually got canceled and will never be launched.

Bounty payments will be settled after calculations are done by @ColorlessK who is responsible for our bounty program.
