According to my understanding, ICOs are generally raised as a fundraiser for some project or companies, as the project or company are a financial institution under the jurisdiction of some countries, they should be regulated at least to make the investment of investors a bit secure.

It would certainly weed out the scam and potentially useless ICO's.

look right now participating in ICO's is not allowed in israel and USA, but there are still many projects from israel and USA that raise funds :/

it seem good for me because from ICO bitcoin regulates, and those who have pretty much amount of bitcoin have chance to earn lot more then they think. like in the world of real currency there are many opportunities to invest them and make good money,
just like in the world of cryptos, ICO is there as business

For me yes because it could prevent corrupt devs to create a nonsense and scam ICO. If all ICO's all over the world is regulated then that is the time we are safe from being hit and run. All of the future projects will make sense because of global regulations. It is actually a good move for the government to it's people's safety against fraud. Tokens and coins in the market are bubbling because there are a lot of those existed day by day with just a promising team but turns out to be a scam in just a couple of days, weeks or even months. Projects are abandoned with the peoples investments left behind and then devs run away. All our time and money are wasted from investing into these ICO's so it is a must to regulate them right away.

Not necessarily but a general framework of ICO regulations could be laid out for all individuals or countries interested in putting out a project need to follow but then again if we have regulations to be followed by the whole world, it implies no more decentralisation and that's not what most blockchain based projects are about. At the end of it all regulations would deter most startup companies from coming forward with their ideas as they will fall short but its also the only way investors will have more confidence in ICO's.

Yes there should be a worldwide regulation of ICOs in order to prevent scam and kick out potentially worthless ICOs.
Many ICOs had been created for raising funds and then scamming people and many people were scammed. In order to prevent that from happening in future, regulation is necessary.
This can be achieved by creating a general website for ICOs stating the rules and regulations for them to be followed and laws that will be applied on them. People could complain about the ICOs there and then the cyber crime department could take action against them.

As for me yes, it would be a good idea. So that we can weed out in the beginning those ICO that are really scamming investors of their hard earn money. Instead of countries are one by one cracking it down which is not good to the market. China has started it, crashing the price last Sept then South Korea follow as well. Those investors in bitcoin losses confidence once they see that country are taking a hard line against it. So much better to just put a regulation and that company should apply and get a permit or license before offering any ICO.

We need regulations for ICO as this will allow much wider participation of the ecosystem by general public. The current ICO status is like a Wild Wild West, no rules, you just got to try your luck. Good for some but not ready for massive take up. Saying that, regulations could be extreme at the start which could hurt a bit.
