There is nothing to tell. Using this application, an administrator can control offers’ fulfillment, check accomplishments and accept them. Nothing special, just basic functions in one place.
I think, that you have just listed the functions of an ordinary administrator in the centralized CPA network. In HOQU the decentralized application for administrators will have wider functionality. The main function is the creation and deployment of affiliate networks on the platform. As for the rest, the application will consist of many modules, that an administrator will use in his work.
The first response seemed to me suspicious, too. It’s obvious, that you have said more credible information. By the way, which modules will the administrators’ app consist of?

That's a lot of information, I'm afraid of missing something. You had better download the white paper from the official website, and there on page 25, you will find detailed description of each module.
