Oh, I admire so much enthusiasm and that someone has so much free time to deal with this coin. 
As far as I remember, TOKC was functional and even had a solid group of supporters until it went out in the Yobit scam investment program. Probably the biggest holders made a perfidious exit scam and thus withdrew money unnoticed and left this coin.
