Prefer to use known and trusted websites to purchase bitcoins. If you're a newbie, you may be scammed very easily because there are tons of scammers outside hunting the newbies.

a strange question of course from the tax collector. Look for the answer in Google, there are many exchange points for this. One has only to ask this question there.

Why is everyone telling him to use Google? This is what the forum is for, asking questions, now he should probably ask this in newbies section, but don't be so quick to judge.
To answer the question:
You can use several websites in order to accomplish this. I personally use Coinbase(it is an online exchange) that is similar to an online bank if you will. As far as using Paypal, there a couple sites out there I have personally never used it but I would not suggest using paypal for Bitcoins, parties can be burned easily.

You have multiple choices to buy bitcoin and I can list of few for you
1. Your country exchange , if you have one 2. Exchanges like bitstamp.net , coinbase.com etc 3. With trusty escrow , there are some users here who are doing this , very trusty tho. 4. Go to an bitcoin atm near you and buy some 5. Local bitcoins but make sure you contact only trust users

If i were you i will use only point four and five. To my mind these ways are most safety. If no any posebilities - use 3 item

Go to localbitcoins and find a seller that accepts paypal, but i dont think that you are going to be able to buy, because your paypal account is not verified, but take a look, maybe you look someone that accepts your order. Otherwise, go to coinbase and buy with your creditcard, or with your bank account, but i think that this feature only works in some countries, not in all of them.

You can try checking localbitcoins or finding someone who lives near you to do a transaction. People don't like accepting paypal most of the time, but if you're lucky you can make a good deal.

There are diverse pages in which you can buy or sell your BTC safely, my favorite undoubtedly is LocalBitcoin, because once you have the payment is unlikely the return of same, Unlike other pages like PayPal. Moreover, you will be able to change your BTC to any local currency since it works with several national banks, thus making it their payment immediately. likewise, I attach this link for more information and other methods:https://www.weusecoins.com/en/how-buy-bitcoins-online-best-bitcoin-exchange-rate-bitcoin-price/

I recommend you to buy... nowhere. Nowhere because I know you intend to scam. To cheat and steal. To defraud. An unverified account.. a newbie on this site... a risky and reversible payment method. Buying non-reversible goods. You disguised this post in a general way to avoid being red-tagged by DT members here. Your real intention is to invite other (naive) members here to consider selling coins to you. All the red flags are there. Be very careful when dealing with this person.

You should be careful where or who you buy your bitcoin from so you don’t get scammed. I will advise you check some reviews online of some trusted exchanges you can use around you. It is not a must you make use of your paypal account to buy bitcoin, there are so many P2P exchanges available that can help you buy bitcoin locally and seamlessly. Here are some list and you can find if they are available around you. Coinbase, Luno, Remitano, Localbitcoins.
