hi, everytime i try to litecoin mine with cgminer (GPU mining for litecoin) i get following error in cgminer.exe. i have tried cleaning my ati drivers and then reinstalling again 13.4 driver but still get same error, short of reinstalling my OS. Help please.

Try disabling the DWM (Destop Window Manager Service) I hear that some people crash with it on (i personally do not mine LTC)
However the error Clearly states that its Allegedly your video drivers crashing/overloading/restarting/rebooting, Have you tried reducing the inensity? Try some default settings or a lower overclock (LTC uses memclock)

thread concurrency is too high.
Also on 13.4 cgminer can't create .bin for some reason on my rigs, 13.1 works, check if there are *.bin files in your cgminer folder to confirm.

There is  no bin file in cgminer folder. i use cgminer for bitcoin mining and that works fine, problem only  happen with litecoin mining and i am using scrypt version of cgminer.

I used ati utility to clean the drivers and loaded 13.1, my windows 2012 get  bluescreen upon boot so i had to revert back to 13.4. I use windows 2012 as my base workstation OS, not running any server type thing just find it more stable than windows 8.

i lowered thread concurrency to 8192 but still had same issue.

Have you stress tested your card to see if it isnt just CGMiner?

Using Guiminer for  bitcoin mining it produces 575 mh/s, been using it for that for past few days  but i want to use it for litecoin guiminer scrypt.

hmm, I don't know anything about guiminer, I use CGminer. You can get the gist of reflashing here https://forum.litecoin.net/index.php/topic,2963.0.html I don't know what bios you would need. Before you flash things, is there a guide to setup guiminer somewhere? CGminer has the Scrypt-readme text file that comes with the program to get you started. It took me about 2 hours to dial the cards in to their max before flashing.

It took me about 2 hours to dial the cards in to their max before flashing.

I tried cgminer directly as well using the following command but it produces same error (really pulling my hair lmao)

cgminer --scrypt -o http://pool.litebonk.com:3333 -u username.1 -p passsword --thread-concurrency 8192 -I 10 -g 1 -w 256

The best advice I can give you is to follow the scrypt-readme text file. It will take a bit, but you will get it.
My settings are
setx GPU_MAX_ALLOC_PERCENT 100
color 02
--intensity 13 --thread-concurrency 8192 --gpu-threads 2 --gpu-fan 100 --gpu-powertune 20 --gpu-engine 1045,1040,1045 --gpu-memclock 1500
I get 2.176 average with three Vapor-x 7970 cards.

I have a similar problem on with CGminer on Linux. Whilst mining BTC is fine, and I compiled cgminer with scrypt enabled, as soon as I use

./cgminer --scrypt _other_options_and_pool_info

cgminer almost immediately segfaults.

Is there another GPU miner for Linux other than cgminer and Litecoins I could try to compile that would work well with ATI Radeon 7850's and 7950's?

This is really bizzare... Someone call Kanoi or ckolivas, Hell even Luke-Jr could help.
This is probobly a Stupid question, But have you tried cleaning the drivers via AMD's driver cleanup utility? (I have harsh doubts that this will even make a differance since your btc mining is fine)
