I live in Moscow, Russia and I see no evidence they are operating here (If not here, than probably nowhere).
Sure it's not a something that pops up if you google for car towing.

The whole project seems to be completely useless, though. Why do you need a blockchain platform for car towing? It's good, but i mean you can get away without it and centralized counterparts are going to be way more convenient to use.

I didn't like it from the first sight. Their bounty brogram offers too much for legit project. It's strange but at ICORating the risk scope of this project is low.

This is my first impression on the project which those bounty % allocated on its marketing seems too good to be true but yet it did able to deceive me to participate on signature and for 8 weeks time turns out to be a waste of effort since they did change the allocation after they did able to hit the hardcap.Lots of people on bounty section do really get frustrated on such decision.

I feel bad for those who weared their signature and bounty campaigns. They have posted for stakes for a long time or helped in it's advertisement and if they are scam ten they won't receive anything. They literally wastes their time I'm lucky that I also didn't consider joining their bounty campaign. If they really are scam, people need to start filling complaints about this project. I also feel bad for those who invested in it if they turned out to be a real scam.

On their bounty thread, firstly they made a rule to pay total 2,5 % from hardcap. And then when the hardcap reach they change the rule accrording from token sale and decrese the allocation to all bounty part. That's so greedy.  I Hope the Moderator give all them red trust.

I have also participated in a bounty where the project team changed the bounty percentage because it was not going to be fair to the project and the investors if the bounty remained as earlier planned since they only sold about 40% of the total tokens, although they pre-informed the community about it and everybody understood it, I am not sure of what your are saying, but like someone advised, you need to go to scam report section and make a clearer post with details of your claim.

People should be considerate, out of 500mil tokens planned to be sold and 2.5% bounty, only 60mil was sold and you are still demanding 12.5mil tokens out of 60mil tokens, that's greedy man, you are asking for 20% for free, that's killing. how do you think the core investors in this project will feel about this, because you want to get 20% for free only to go and dump and kill the project.

Yes, CarTaxi are going to spend 1.5M tokens on bounty hunters, presenting %2.5 of tokens in circulation, but some people don't understand, although %2.5 is very high amount compared with other projects that give %1 or %0.5. Maybe he wants to get $1000 worth of token for 500 words article or for some retweets.
