You can start buying right now, but don't buy all altcoin with your money. Just buy small amount of altcoin because most of them are cheap atm. 1 Week (might be) before the next fork happens is the best time to buy altcoin.

Hard to know if we'll get lower prices on alts by the fork or not since most of these look

The word 'stable' is almost a taboo nowadays, since the price can go up/down any second. As of now, i think you missed the first window (yesterday) to buy cheap.
What can you expect? i would say uncertainty?  I can tell you to buy now before the altcoins get out of range, but i could also tell you that in the next 2 weeks anything can happen, like the BTC price will increase and altcoins will take a dip in the price.

My advice: Buy a few cryptos now, then wait 'till next week and keep an eye on the prices to catch the next window to buy cheap. Fork should happen around the 15th-19th so you still have some time to decide.

You can buy alts right now if that is what you want but there is going to be another fork in this month and I’m sure the price is going to go even higher so if you do not mind losing the best possible price for bitcoin and the chance to get even more free coins then that is fine but if I were you I will wait for that date and then and only then it will be a good idea to buy alts with your bitcoin, after that the only thing you need to do is to hold your alts for a very long time.

Buying altcoin at this time is quite promising because we can buy altcoin with a cheaper price than ever before. But there is one concern we must think about right now. As bitcoin prices continue to rise and exceed the current prices this will certainly make a higher decline again against altcoin. In mathematics then it will make you lose. So it should be taken into account that there are some altcoins that can survive, for me one altcoin that has a good prospect level and has great strength is etherum.

If you want to accumulate then buy some now, some after the fork.

Alts have been down recently and you always buy when it is down. Never when it is going up in a parabolic way. Honestly, it'll depend on which altcoin you are looking to purchase. Just alts in general is way too broad.

But i've certainly accumulated some of my favorite coins when btc rose like 20% in 3 days and alts went the opposite direction. Right now price is bouncing back up.

I would buy alts 2 days before hard for ends. I think altcoin holders would start dumping their alts in the final days before hard fork just like what happened when there's hard fork for Bitcoin Gold. But, I don't suggest that you put all your money in 1 alt, spread it and keep a percentage for Bitcoin to be safe.

Just read here on forum, that also in December a fork is planned (Bitcoin Silver). I have now my main funds on Bitcoin and about 25% on well known altcoins and promising ICO.

I wouldn't buy alts right now except for the ones with good news like Verge. There is still 2 weeks until the fork and it's very likely that bitcoin price will continue to rise until then.  So I believe it's best to wait until the fork.

Well if you want to get your b2x fork, you might want to consider buying right after the fork occurs. Usually alts pump immediately after such an event.
