It's pointless to create a payment channel for the sole purpose of sending an off-chain transaction, since it requires a transaction on-chain to open the channel (and another one to close). You might as well just send an on-chain transaction instead; you do not need the LN.

Welcome. And, I don't think low cost is the only advantage of LN. For example, Instant Payments are really important. Fast blockchain payments without worrying about block confirmation times. Payment speed measured in milliseconds to seconds.
