It can't be a direct substitute for that, that's for sure, but it definitely covers the betting segment.
I'm not sure if I understand connection between betting segment and telegram platform, maybe you could explain?

The whole net is talking 'bout that! It's shocking. Sometimes people claim that it will be possible to implement a social network on the scale of Facebook as a distributed application residing in a blockchain, but Telegram says this is not a technical impossibility.
So as I undestand it will be like alternive for Ethereum platform? I only know that Telegram wants to launch a cryptocurrency, Which can compete with bitcoin, Ethereum, and Ripple

Guys, have you thought about common chat on telegram. I bought DMarket coins recently. And they have such. It is really useful, to be honest
I’ve heard that Telegram collected pre-ICO orders of $ 3,8 Billion. Pretty amazing! The whole net is talking 'bout that! It's shocking. Sometimes people claim that it will be possible to implement a social network on the scale of Facebook as a distributed application residing in a blockchain, but Telegram says this is not a technical impossibility. And what is needed for this?

Hmm, maybe soon Facebook will have their tokens?..

Guys, by what criteria do you determine the success of the project? Can you give advice?
You shoud consider a lot of facts such as project's working sphere, development team, economic model, protection of investments, technical solutions and more.

I've read on their CEO post that he's interested to go deeper and study the positive and negative aspects of these technologies, and how best to use them in their services.

they ensure to take their time to prepare and hope for a successful ico, taking turn and optimizing their platform and giving the community a feel of it eg their bounty portal so basically they are been serious with this project and it has all its pointers in one place

So as I undestand it will be like alternive for Ethereum platform? Unfortunately, nope. It will be something new, I mean really new - fenomenal! Telegram Open Network will be a new flexible multi-blockchain platform capable of processing millions of transactions per second, with upgradable formal blockchain specifications and multi-cryptocurrency value transfer
