Sometimes people claim that it will be possible to implement a social network on the scale of Facebook as a distributed application residing in a blockchain, but Telegram says this is not a technical impossibility.
So as I undestand it will be like alternive for Ethereum platform? I only know that Telegram wants to launch a cryptocurrency, Which can compete with bitcoin, Ethereum, and Ripple |

they ensure to take their time to prepare and hope for a successful ico, taking turn and optimizing their platform and giving the community a feel of it eg their bounty portal so basically they are been serious with this project and it has all its pointers in one place
