I tried for you ask question about this problem on chat in ICO website and receive this answer:

The Pre-Sale stage is designed to allow larger investors to enter the campaign, so minimum investment for that that stage is 70 ETH. If you want to invest smaller amount, you should wait main stage of token sale, which starts 30/11 at 9:00 GMT. In the event, the buyer violates the minimum amount, his order goes to the back of the queue for the purchase of UTT tokens during the Token sale, and there is possibility, that it will not be enough tokens for all buyers, so, who transfered first after 30/11 9:00 will have priority for buying tokens at main stage of token sale

The UTT purchase limits and the end of queue

Hello, dear traders!

Upon the launch of Pre-sale on uttoken.io, we received many questions related to the tokens purchase limits and what will happen if you transfer the amount not corresponding to the limits before the start of the primary Token sale (November 30).

Limits

At the moment, the Pre-sale phase is in progress.
End of Pre-sale phase - November 30 05:59 GMT.
The minimum purchase amount is 70 ETH.
The maximum purchase amount is not limited.

The primary phase of Token sale starts on November 30 09:00 GMT.
The minimum purchase amount is 0.1 ETH.
The maximum purchase amount - will be announced between 6:00 and 09:00 GMT on November 30 at https://uttoken.io/ in our official Telegram channel: https://t.me/uttokenofficial

We give our strategic investors the opportunity to buy tokens so there is a probability of a deficit of tokens at the beginning of the primary Token sale on November 30 09:00 GMT.
Orders issued by one user within the Pre-sale are summed up. The total amount determines the discount amount.

End of queue

White list is not provided, the sales of tokens will first come-first served, which means that the one to pay first will be the one to get the tokens. If by the time the money arrives from the buyer all the tokens have already been sold, such a buyer does not get tokens and can withdraw his money back.

If the buyer violates the minimum or maximum limit on Pre-sale or primary Token sale, then his funds fall to the end of the queue of the primary Token sale.
кThis means that buyers who violate limits will receive tokens only if the untapped UTT tokens remain at the end of the main Token sale (December 24, 2017 23:59 GMT).
