I think yes, the message will still appear.
I also suspect it will, but I'm not quite certain, which is the reason for this question. I saw a thread from 2018 in which someone made a similar statement; the only way maybe it will be is to test run it, just as the screenshot shared by suzanne5223.
and considering the fee to be actually small for someone who has scam in mind to pay and do what they plan on doing, that caution message is necessary.
The caution message should remain, but that shouldn't be because the fee paid is low but because the warning is necessary irrespective of the amount paid to upgrade some features in that account.
