NO. YOU decide. It's very important to make your own decision, especially when you're on the internet. People tend to advise you a particular coin which is likely held by them (in the hopes it goes up more of course and they net more money). If you feel like you've done enough research and you like the project and where they're headed then why not? Otherwise get googling buddy.

You can invest on Neo then hold in long term, though I know its really a potential altcoin. But never put all your capital on it, like what I read here in the forum never put all your eggs in one basket.

Though NEO is a very good altcoin and it has almost similar potentials and technologies like that of ethereum but I do not think it is a right decision for you to buy it with half of your capital but rather invest with your spare money.
