so as far as I understand each antminer L3 runs at 800 watts, plus or minus 10%, with 11 - 13 volts.  I'd like to run TWO of them.  Is having a 240 volt installed enough to do it?  Could I run three or four on a 240 volt?  On the same one?   Huh
Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

It comes down to available power from your electrical panel.
Let's say you have 30 Amps service with a 120 Volt connection, L3 will consume around 6.5-7 Amps. In that manner, you can run probably four with that panel.
If you have 30 Amps service with a 230 Volt connection, L3 will consume around 3.5-4 Amps. So, you can run around 8 or so.
Moreover, the above calculation is without your day to day electricity consumption, so consider it in your calculation before running.
