After the China ban on ICOs, couldn't ICOs simply be replaced by forks with pre-mines?

forks? why do you want another fork? it can not help, doesnt matter what.
If they are banned, just like it happened on China, they can not be a fork, maybe they can just be a fork of a shitty coin, but it requires a lot of money and of course, support from the community and the whole blockchain (whatever the blockchain for that altcoin is) so it is almost impossible, because the whole China community would not accept it because it is not legal at the moment.
forks are a mess, i dont know why you still want more of them.

That is actually a good theory you have there. It could indeed be a way for companies to bypass government regulation.

It would, however, reveal to the world some ulterior motives of that coin/company has. It would be obvious (with companies that have a larger than necessary premine amount) that they are doing it not for the coin, technology, or real world use, but rather just for profit. Then investors, hopefully, will see through it and call them out.

A fork doesn't necessarily mean a bitcoin fork, 99% of altcoins are straight forks.
