I read now so many ICOs that are claiming to be the first to be legal. But I think this is a mix up. ICOs are neither legal nor illegal at best. It cannot be legal is there currently exists no law or organization that governs it. The best they can hope for is to NOT break any laws.

Anyway, my opinion is that the info on this project sounds a bit too vague to me. Thankfully, though, they did not label their tech document a whitepaper. I think there are too many whitepapers floating around with no basis, just confusing jargon.
