There is a widespread call for strictly enforced rules on scamming and alt accounts.

Says the guy who posted a false offer in my thread which he later said was a scam.

you expect people to wire money to you in exchange for bitcoins you can't prove you even have. nuff said.

My negative trust rating is reflective of a personal vendetta by someone on default trust.

Yea, whatever scammer.  I have plenty of coins and you aint gettin any of em so go scam somewhere else.  This is the fourth avatar you've used to try to get me to go first.  It ain't happen'in cowboy.  As always I'm happy to use escrow we all know you are not because you are scammer.  Best of luck with your newest avatar, Saudi.

How? these accounts are low-rep and useless for scamming, and I won't sell to anyone I feel is going to use them to scam.
