I think the biggest difference is that theta has it's own Theta token seperate from the Ethereum network, while Livepeer is a token build on the Ethereum network.
Theta also has Tfuel which you can earn by lending your bandwith to video streams. While Theta it self is used to Stake to become validator notes and earn Tfuel as well.
