I don't think that anybody can stop the development of bitcoins now. The main reason is the decentralization of bitcoins.
Governments can bring some individuals to criminal responsibility, impose sanctions on other governments, but what levers can influence decentralized structures?
Forbid the Internet? I do not think that this is possible.

First i think that the all will not ban the bitcoin because we see that some of the countries are approve bitcoin as legal. if all the ruler ban bitcoin then people will not leave the bitcoin as we already seen in the china that government ban the bitcoin while the people of china are working with bitcoin still.

Who can ban the bitcoin ? High profile personality and world super powers has no control over bitcoin distribution and usage. This is why we say that Bitcoin is the currency of the people itself and not the governments. I never feel any fear if any individual or country try to ban bitcoins, they can never succeed, rather in return they just harm themselves.

Even though there are unions exist such as European Union, United Nations, or whatever global organization whose goal is to unite every country, there are still stubborn leaders of certain country that would object to some of these unions. So it is impossible to make each and every country to ban Bitcoin since many countries are supporting it as of this very moment. Banning Bitcoin is only possible in several countries but will never be worldwide.

Its a possibility though but the issue is can they ban the internet? All over the world there are bans against cocaine and several other hard drugs even to the extent that countries have established law enforcement department saddled with that responsibility but ages down the line after several heist cracking, there are still drug lords, cabals, god fathers still having their way. The cleansing going in the Philippines is a testimony to that.

The reason for that analogy is that even if its pronounced in United Nations, World Bank that bitcoin is banned, it will still be in existence because there is no one place they can go to shut it down and fortunately or otherwise, they cannot still find Satoshi like they did for the creator of Liberty currency.
