I do not know at the moment any projects that deal with the claim assignment platform.
Not to mention a trading system that works like a stock exchange and where can be traded with assignments.

Allow me to express my dissent.
I have developed the software since year 1990. From 1997 I have been part of team developing one of the best central securities depository software available in market (http://www.percival.co.uk/#/products/depend#product-content)
Also i have been CEO of hardware selling company. So so far all my computers i have assembled myself. Same applies for web server installments, if i remember correctly then first web server  we had in year 1996 or 1997.

So saying that i do not have technology or software background is mild understatement.

And "how is a law going to manage project like this"  - think about Stock Exchange, all kind of debt related contracts etc. And now think again how will this happen without legal background ...
