If you are not a citizen of the United States of America, then I think you can take part in the ICO. You just need to go through the KYC procedure.

And if you do not specify the country? Is that fundamentally important? Or specify another country for example. I am sure that if you wish, you can participate in ICO from any country of the world.

Why is the article using the terminology "Token Generation Event" (TGE) instead of the usual "Initial Coin Offering" (ICO)? 

Are there any legal or other differences between these concepts?

As far as I know, there are no differences, including legal ones. But TGE is a more correct definition for a public procedure of tokens releasing.
