Registrations seem to be temporarily halted.
Requests for invites will be fulfilled, you just won't be able to activate Google+ until the service is expanded.

The workaround that I was using to send invites has been plugged by Google. No more invites until further notice

edit: no it hasn't, the system is just over capacity.
Send me a PM, and I'll send you an invite. You won't be able to register immediately, only after the service is expanded, but you'll have a valid invite!
