Win 7 should be fine unless you have some personal preference why you don't want to use it. I sure as hell would take it over Vista or W8! But that is another discussion entirely +1

Not running Mac. I have a macbook dedicated to recording. The rest is windows. ( possibly linux soon )

Try Catalyst 13.1
It's the only version that I got to work for both my 5850 and my 6950

Both of those are for driver 13.4 which have failed for me before. I just need to find out what catalyst drivers and AMD APP SDK version I need.

Cgminer should run both cards. You should only have to put one set of arguments for your overclock for them since they are the same.

I don't follow. I use those same settings for mining Bitcoin, too... LTC Scrypt is just more profitable right now.
