Depends...if you are into trading daily basis or long term investment. For daily trading if you are small fish(cannot buy more than half btc or one) then i think its too late, for long term you can buy anytime.

yes there is no time to buy bitcoin , from jan 2017 I buy $100 every month when I get paid from my job now i have about 10000$ . i dont wait the bitcoin down i buy and hold it for the future .
