To join a campaign, you need to go to the marketplace section, then, enter the  services, there you can find the campaigns that are available Depending on your rank, available slots  and qualification they are looking for. About the message you are talking about, each rank has there respective signature provided. BUT FIRST, try to apply on one.

Search for a bounty/signature campaign, read what's their rules and regulations on joining because some campaigns requires depending on your current ranks. As far as of my campaign they require you to fill up a spreadsheet and make a post depending on what post count they require, they even offer other things to do for extra income.
