What is more practical to use when developing an online service? I intend to keep most funds in a cold wallet, but I need this to create HD addresses, receive coins and send coins.

I'm a web developer mainly on Javascript and Python, but I've never developed a Bitcoin service before

I'm meaning to consider the cheapest cost and easiest to develop on, as I'm aware security wise Bitcoin Core would be the best bet.
