I think they sold out of NEO first but eth and btc took longer. It wasn't as quick as it could have been because judging my the telegram group lots of people had problems getting the updated neo wallet to work.

There is no specific date, but it should be in the next 10 days after ICO has ended.
So, sometimes before 29th, you will get your tokens.
